Is this ich?

I noticed about four days ago on some of my fish. I am treating mxy 29 gallon with heat and 1 tablespoon per 5 gallons. I have some sensitive fish to salt. I raised the temp to 86 degrees. Take a close look at his tail fin. Some white dots. Thoughts?

It's kinda hard to tell from that pic! Is that the only place you see ich? Could be the beginning signs of ich but I'm not sure can you take more pix?
