I have two bettas I keep in separate places, the female in a tank (since she's younger) and the male in a bowl. The male has been really active and crazy lately: he has attempted to bite anyone who feeds him by jumping at their hands, swims really fast all day, blows so many bubbles, and attacked the other betta. That last one was my fault since I put them in the same tank with a separator and removed it to see if how he would react since he wasn't doing that gill thing.

Has he lost his mind or is this normal?

I would say first check the water parameters to make sure he isn't in bad water conditions.

What size bowl? 2-2.5 Gallons is a minimum really for a Betta. Aquariums & containers are pretty reasonably priced.

The dividers don't really work well inho. Mine hopped over and wiggled under.

I think the water's fine, and i have him a fish bowl, probably not the best. Still new to this.
