Can I use some of the water from another fully established tank to put into a new tank to start off the cycling
 
Yes but I suggest using your established filter with your new filter as this will work better to get your cycle in the new tank.

But I need the established filter in my tank that it's in now Or am I missing something?
 
Okay then if it was me I would put your new filter on your old tank for a week. (Therefore there will be two filters on this established tank) it will give time for your bacteria to get in the new filter as well.

Old water will do next to nothing. Squeeze the filter into the new one or use a piece of the established filter in the new filter. almost all your BB is in the filter media.
