New to aquariums 10gallon tank

Yes they will but that's ok. You want them low so your fish isn't harmed. Your fish is still giving off ammonia to feed the BB so even after the water change there is still ammonia being converted to nitrite, and nitrite being converted to nitrate. It just might be too low to pick up with your test kit.
 
Ok off the subject my cousin has a ten gallon like mine he has a tequila sunrise delta Guppy and recently added two neon tetras now the guppies tail is gone are they nipping at it or could it be something else
 
Test his water for him. How long has the tank been set up? Is it still cycling? Does the tail have blunt edges or jagged and melted or tattered looking. It could be fin rot or the neons could have seen it as a threat and nipped its tail off. Neons need schools of 6 or more of their own kind to feel safe btw.
