nitrogen cycle with low ph fish

So I know this is probably a stupid question. But if benifical bacteria begin to slow function at 6.5, and completely stops at 6. How are fish that prefer these conditions kept? With that thought they would have little to no bb. But I know that,that isn't so. So how do people have a fully cycled tank with working bb at a low ph?
 
It's not cycled if they keep it below 6 BUT ammonia is less toxic to fish the lower the ph and since no BB will grow you won't get nitrites. So with good water changes you can do a low or even very low ph tank.
