Overflow and return pump questions

I am ordering a hob overflow because my tank is all tapered glass so I cannot drill it. I am getting the BRS continuous flow one with the little pump on it. If I get the one with 600gph how many gph would my return pump need to be? I also have a question with the siphon and my tank overflowing. If there us a power outage how can I make sure the siphon doesn't continue on the accuall overflow and overflow in my sump? I know about the check valve on the return pump so it doesn't start to siphon that way but is there anyway to make sure the siphon stops when/if the power goes out on the overflow? Thanks so much for reading this... sorry if this is a stupid question!
