Plant on live rock

I found this leafy thing on my new lump of live rock. I think it is some seaweed or algae but it may be a coral. I'll attach some photos and any opinions would be greatly appreciated.

Looks like kelp.

It looks a lot like some that was in my tank. I thought it was neat at first until it started growing like nuts! I finally found the right sea urchin to eat the stuff. It would grow back if I just took it out by hand.
