Possible problems with "Cycle"

I was on another forum and a person was trying to figure out how an ammonia reading came in her new tank. All she had done was add water, a dechlorinator, and cycle (no fish). She did an ammonia test and got a positive reading of 0.5. We were stumped until someone mentioned to test her water then add just cycle to it and test that. Low and behold, ammonia was present.

Looks like that bacteria in a bottle can die off and create its own source of ammonia.
 
Cycle isn't the right bacteria anyways.. And, IIRC, stunts.. or all out prevents the growth of the natural nitrifiers
