If you have enough healthy bacteria you don't need to cycle.
You can add whichever first, 2-4 ppm ammonia needs to be consumed in 24 hours without any NO2 reading, producing a moderate amount of NO3. That will be cycled.
there is no bacteria..brand new tank with nothing but tap water which I will treat with the dechlorinate. so I am assuming no healthy bacteria is in there..just wondering then do I start the cycle with bacteria or ammonia? or both at the same time. it's a very small 7 gallon tank.
