question about Python

this looks like it would be a very good investment. i hate lugging pitchers of water. my question is, when using this for water changing purposes, at what point do you add the de-chlorinating conditioner to the new water?do you just put the conditioner in the tank after the new water has been added? forgive my ignorance, i'm new to the aquarium scene and i was under the impression you're suppose to condition the water before you add it to the tank. will this hurt the fish or no?
