Red tiger lotus

I just bought my first Red Tiger Lotus. It did not come as a bulb, looks more like a regular old plant. I have been researching and I see that I want to snip my two leaves that are growing up towards the surface, but I can't seem to figure out where to snip. Is it down near the root? Up by the leaf? And also, do I cut it or try to peel the whole runner off the plant?

Cut it down low without cutting the bulb so you don't have any ugly stem sticking out.
