Reputation points and posting a profile pic

I am trying to determine if there are comments under the reputation area and a scale, I have 68 points, What does this mean? Just curious. I am also having a heck of a time posting a pick that shows up on thread forums. Please help.

At the top, click "User CP" and then on the left side, 8 links down you can "edit avatar" which will be the picture that shows up on your posts.
