Well. I don't know what's wrong with him but what are the levels, stock and temperature of the tank? Then have you added new fish or plants in the last month?

i just got him two angels 3 black skirt 1 molly 2 snails and khuli loaches and a rubber lip tank is about 79 degrees and no live plants

He may have dwarf gourami disease. None of mine had this so I'm not sure how to cure it or what the symptoms are. I'm sure if you type it up on google you may find the answers you're looking for. When my were close to dying they did something similar. But that was just mine.
