I agree that it sounds like the new tank is not cycled and the fish are suffering from ammonia poisoning. You've gotta check more than pH. We've got to get your ammonia, nitrIte and nitrAte levels checked in order to fully help you.
The link listed above is for fishless cycling. If you have fish in your tank it's not going to apply to you (I also prefer the article I wrote that's in my signature, lol).
You need to do an immediate 75% water change' followed by daily 50% pwc's to keep the ammonia below .25.
