starting the sypon on a corner-flo?

I assume you are talking about an overflow and not just a siphon to do a PWC.

Is it a drilled tank? If so then when the water is higher than the overflow it will drain into the sump and water pumped from the sump back to the tank will continue the cycle.
 
Raise the water level to the overflow so water can go down to the sump if you have one. Be sure to top off water regularly so that the overflow won't stop.

I don't understand your comments.

I cannot raise the water level, because the overflow accomodates it. Topping off the water is unrelated to this issue, because the water level raises and lowers in the final compartment of the sump, not in the aquarium itself.
