Stocking Livebearers?

I will be gettng a 38 gallon and 29 gallon tank soon. I want the tanks to be understocked. I was thinking 10 gallon fish for the 29 gallon. I was thinking gambusia or the porthole livebearer. I want to flock breed them so they can't eat fry. Thank you for any help.

Not sure if I got the question right - I've found the amount of surviving fry will depend on how much cover you provide.
