Total Newbie needs help

First set up of a reef tank...It is just a 10Gal tank. It has a feather duster and I believe a bubble Anemone all though I am not sure. THe feather duster is fine it is just the bubble thing! It has shrunk and looks pretty unhappy the tentacles used to be quite fat now they are , i am not sure if I am feeding it right and how much light should it have? I have cheked the "parameters" of the tank and they seem fine. What else am I doing wrong or what other help will be gratefully received. Thanks

Tell us more about the tank...lighting, filtration, auxillary equipment etc...
