My tank has been up and running for a month now. Just tested it.
Ph 8.1-8.2
Ammonia 0
Nitrite 1.0
Nitrate 5-10
When should I start doing water changes?? And how much should I change??

As soon as your cycle is done then do one. As mentioned above when nitrites hit 0 you should be OK. Did you notice your ammonia go up first?
 
And then ready for fish????

No first time I tested it this morning and its at 0.

It is good to check parameters every couple days or so to see when ammonia spikes once that happens and goes to zero you are good. But since you have a nitrite and nitrate reading you may be just about done with cycle. And almost ready for water change.
 
Check your water parameters every few days. Do a 70% water change after the cycle completes.
