Water Changes

My water checks are looking pretty good.

NH4 - 0.02
NO2 - 0.005
NO3 - 5

Is it necessary to change the water weekly if the water ammonia, nitrites, and nitrates are within acceptable ranges?

Depends on the size of the tank and how many and what kind of fish living in it.

Acceptable range for ammonia an nitrite are 0. Weekly PWCs are a good, responsible way to maintain a healthy tank.
