what are these bubble in my betta tank?

ok, I know betta's build bubble nest, I haven't seen this before in his tank and I've had him for 14 months. Is this a bubble nest or is it soap bubbles? (I always rinse my hands well before putting them into the tank)

He is making bubbles. I have them all over my tank

Looks like a bubble nest. Mine all go through phases where they make them & then don't for a while. Sometimes they're huge & other times not so much.
