What is the Stocking rule????

Hi, I have learned that AC get along better if they are overstocked; however, I am confused how to stock. This is what I know: one gallon per inch; however, I was told today that AC rule of stocking is 2 gallons per inch. I do not know which to apply whenever I begin to stock my 40b...I currently have one electric yellow lab in my 55g waiting for the 40b renovations to be completed.....help please...all suggestions are welcome
