What temp should a planted shrimp tank be?

Anyone keep just plants and shrimp in a tank? I am considering it for my 10 gal octagonal tall tank as it is awkward to put anything in it as there is not much swim room. I am just wondering if I can get away with doing it without a heater at all and keeping it only at room temp. I think it is settling out to 65-70 right now, no reliable thermometer just yet....

So what do you think? What can I keep in there without a heater? Just loads of plants? (it has a 15w CF bulb in it so I can at least keep low light plants)
