Whats is this on my plants?

Please tell me what this is on my plants (black algae?)--see the pics.

How can I get rid of it?

Why is it only on the wisteria?

Also there is brown gunk growing on my rocks. How do I clear this up?

My tank water gets a bit greenish if I don't do a water within a week's time.

On the wisteria some of the leaves have black gunk covering it and it is fuzzy.

On the rocks there is brown gunk in patches.

The other plants seem fine though.

Are these diatoms?
