Whirlpool effect in tall aquarium

How can i create a tank like below. I want to have the whirlpool effect ongoing in the tank.

In a cylinder tank with a really strong powerhead I'd guess

While it seems like a neat idea I don't think it would be practical. You wouldn't be able to keep any fish in it because they would have no place to sleep. They would all just get sucked into it and pushed down to the bottom. Feeding would be almost impossible as all the food would instantly get sucked down to the bottom and stay there.

we do not want to have fish in the tank.

i want to have the whirlpool effect only.

if i use a powerhead it messes up the vortex while giving the water out.
