I recently had to replace my filter and 2 days after a white powdery substance started to form on the bottom in the corner opposite of the filter. The next day the entire water was cloudy white. I vacuumed up the stuff on the sand but the next day it was back even worse. Can anyone help me with what this is and how to fix it?
 
White cloudy water is usually a bacterial bloom ... perhaps you disturbed your bio-filter with the filter change. <Did you keeep the old filter media to seed the new filter?> anyway, check the water parameters, that might give a clue as to what is going on.
 
+1 for the bacteria bloom.

Did you replace all your media when you replaced the filter? If so, you lost the majority of your beneficial bacteria, which results in a lot of unhandled ammonia in your tank. This ammonia causes the remaining bacteria to reproduce rapidly, clouding up your tank. Check your water parameters.
