I have a white silk like substance on the bottom of my tank and on my plants....any ideas ???

I have that on my heater, I'm not really sure what it is. I've heard it's a fungus. Doesn't seem to harm my fish at all. My snail was actually eating it the other day...
 
it seams just to lay on the bottom mainly... we did add a bottle of the aquasafe or the other safe one and there was a lot of white cloudy stuff in the bottom of the bottle... tests are all oki but telling me to add aquasafe ???
 
How often do you do water changes and clean your gravel? How much do you feed your fish, and how often? Looks like a fungus that will accumulate if overfeeding, and not being eaten by the fish. Do several water changes and gravel cleanings, cut down on the amount being fed so the fish eat all the food being offered, and your problem should disappear in just a short time.
