White spots - not ich?

My gourami, guppies, and neon tetras are almost all exhibiting small white specks on them. Not the corydoras, however. They are all very active, swimming in the open and not itching on anything, and are eating very well. They've had this for about two weeks, and there seem to be no changes in their behavior. Any ideas what this could be? I can try to get more pictures thank you!

I see bubbles in the water and not really enough to see the tiny dots.
