Hard Water Stain?

I may be posting in the wrong spot, but I do have Cichlid's in the tank so here it is...

I have hard water straight from the tap (about 7.9) which is good for the fish I keep. The problem is the "white crust" that gets all over eveything and there is a ring around the top of the aquarium that I can't get off. Is there a safe product I can use to help get it off?

When it is alkaline in base, like from lime rock, I use mild acids like vinegar to clean it... Unless it is from salts...

If it is a glass tank I get it off with a razor blade.
