How much power does Metal Halide need to start up?

Ok so I talked to Dave from Coralvue and he said that the ballast that I thought was bad that I sent him is running fine and the new ballast that he sent me is working fine too. He said that it was not woring due to a power drop. I need to know how much power a metal halide system needs to start a bulb.

since I plug mine into an standard house outlet around 110-120V. There are probably transformers and other electronics in the ballast converts the voltage to what it needs to run.

I've read that sometimes the bulbs are not compatible with the ballast and that causes the bulb to not fire up.
