20 -OR- 25 gallon (tall) Planted Semi-aggressive tank

Need some fish suggestions guys for a planned 20 or 25 gallon (more than likely Tall) setup.....saying 20 or 25 because I don't know which one will be available to me yet
Suggest fish stocking setups with numbers for a 20g and a 25g ?

Serpae tetras are not aggressive. Go for barbs if you like their color and over all look. Are these going to be the only fish in the tank?

I was not limiting my fish to barbs and the like.....I'm open to any "semi-aggressive" fish suggestions (with numbers ) people may have (to be kept in the tank setup mentioned above!)

That looks great except you might want to get 3-4 SAEs. One SAE wont be able to take care of a tank that size by himself. And dont get the long finned serpaes because tiger barbs nip. And make sure your hob doesnt have a bio-wheel, that can cause extra surface agitation and you'll lose a lot of co2 into the air. You could try the AC300.
