20 -OR- 25 gallon (tall) Planted Semi-aggressive tank

Need some fish suggestions guys for a planned 20 or 25 gallon (more than likely Tall) setup.....saying 20 or 25 because I don't know which one will be available to me yet

Flourish Tabs / into substrate

DIY CO2 - 2 Litre bottle - tubing poked into intake tube of HOB

Lighting - moderate-high ~ 2.5-3wpg (6700K)

Serpae tetras are not aggressive. Go for barbs if you like their color and over all look. Are these going to be the only fish in the tank?
 
I was not limiting my fish to barbs and the like.....I'm open to any "semi-aggressive" fish suggestions (with numbers :p ) people may have (to be kept in the tank setup mentioned above!)

29g(biggest I can go!):
8 - Tiger Barbs
5 - Serpae Tetras
1 - Siamese Algae Eater (SAE)

That looks great except you might want to get 3-4 SAEs. One SAE wont be able to take care of a tank that size by himself. And dont get the long finned serpaes because tiger barbs nip. And make sure your hob doesnt have a bio-wheel, that can cause extra surface agitation and you'll lose a lot of co2 into the air. You could try the AC300.
