40PPM Nitrate Problem, Help!

My tank has been up and established for just about a year now and haven't had major issues with Nitrate until recently. After a water change and testing an hour later my Nitrate is still at 40PPM

After testing my tap water, it has 20PPM of Nitrate :O so I'm having a endless battle because its in my tap water. My angels gouramis are fine but have lost a molly, some neon tetras and 1 rasbora I'm not over stocked as the issue has started about 3 weeks ago.

So what do I do? So frustrated.

An ro unit would definitely fix the problem but you will need to remineralize the water before you place it in the tank.

RODI unit or water, don't forget to remineralize with a product like Seachem Equilibrum, or PH may huge swings and kill fishs.
