I have a 10 gallon freshwater tank and I really like the look of bala sharks.

1. Are there any fish that look similar to bala sharks (color and shape), aren't aggressive, and won't outgrow my tank?

2. Also, are there any freshwater shrimp that are around the size of amano shrimp but are colorful? I would like them to be easily visible. Thanks :)

Your options are very limited in a tank that small. You could do red cherry shrimp and some green neons.

I agree, you could even try boraras brigittae (chilli rasbora ) beautiful fish and rcs.
Or a betta? All different looking one's, you get some really gorgeous male's. And maybe shrimp if the Betta plays nice!

70 gallon elephant nose tank.
30 gallon boraras , red longfin bristlenose, bamboo shrimp, crs,rcs and different snails.
7 gallon halfmoon betta and red ramshorn.
