What is the best way to get rid of bacteria bloom?

How long has it been like this? if this is a new tank the bacteria bloom should disappear within 2-3 days. It has happened to me once when I first set up my 30 gallon a few years ago...after a week of setting up the tank I had the bacteria bloom...I did a small water change and in 2 days the water cleared up.
