A 10g tank with 3 mollies 2 oto's 2 guppies and 2 Kuhli loaches and he's the only one bloated

I believe mebbid needs water parameters

Def something wrong with water. That fish looks in bad shape eyes are almost telescoping, some thing is going wrong on the back near the fin. I would do a water change and keep it up. Until Water parameters even out.
That's bloat/dropsy and pop eye. Bacterial infection leads to fluid build up on the belly and behind the eyes, get that fish in a quarantine tank with antibacterial medications! It's very possible it's also too late to treat and he may die.
