How often should I clean my 60 litre (15 gallons) tank? Is there any procedures I should follow to do it correctly? Any advice is greatly appreciated.

You should change 20-25 % of the water weekly. To clean the bottom of the tank and suck up waste, use a gravel vacuum or some sort of siphon.

If it isn't over stocked or under filtrated a weekly water change of around 20% and spot cleaning is fine

Ya I didn't even notice... why are you re asking the same question.. I'm guessing you wanted to hear monthly or something?
