I have a good biofilter going and I have some dark algae that my fish are always picking at, and i hate the way it looks. I was wondering if its okay to scrub it off with a new toothbrush in the tank water. And if I can, should I do only one per week or so?

what type of filter do you use? i cant see it being a problem, there will be much more bacteria in the filter then the decorations, even the substrate (if using gravel) will have more bacteria then the decorations will.

Aquaclear 50 for a 20H

And I have petco black sand, does this hold bacteria well?

sand does not, however the aquaclear will hold all the bacteria you need, so no worries on washing the decorations.
