dwarf or figure 8 puffer?

Thinking of adding a puffer or two to my 15g. So far I only have 4 tetras and a pleco. Should I get:

1) two dwarf
2) two figure eight
3) one each?

As far as I know dwarfs are fully FW, the figure 8's would likely out grow that tank and also should become brackish water fish as they mature.

So my vote would be for the dwarfs.
