Neon Teras acting strange

I have a 20 gallon planted with 5 Neon Tetras, 5 Harlequin Rasbora, 2 Kuhli Loaches (had 3, 1 passed), 2 Ghost Shrimp and 1 Dwarf Guarami. I recently got the Harlequin Rasbora so I thought that they may have disturbed the Neons but after doing research I found they may be mating. They push each other around and chase each other. Is this a possibility? Also is it likely the eggs, if they have them, will even survive? What is your thoughts on the situation? Thanks!
