Yes but they will need root tabs at the base of plants since sand is inert. Also look into getting pool filter sand. You can get a large amount for a very reasonable price compared to aquarium sand, especially if you have a larger tank.
 
I use leveling sand from Lowes or sand from the stone yard. You dont need "Aquarium sand" (the way I like to look at it is that nature dosent buy expensive sand :p) and root tabs work, dirting your tank with a cap or rock and then adding sand on top works great....so many possibilities!
 
I have plants in this type of sand, I have sword, wisteria, sagtratta, Java fern. I have root tabs, dose flourish comp and the rest. They are doing great, I also upgraded my light and now my wisteria is changing forms to its high light version
