So I just changed my gravel in my established 10g aquarium to a plant substrate. It was a big fiasco. The water is pretty dirty even though I washed it for 2 hrs.

That's beside the point. I realize that my tank now is not level like it was before. It seems it's tilting to the front right. It's off 1/8 of an inch. Normally I would drain the water and put a shim underneath my stand. However I do not want to stress my fish out more than what they are right now.

I would I be able to put a shim under the stand with the water in it? It's not entirely ridiculously heavy. I can somewhat lift it. The left side of my aquarium is fine in all directions. The right is leaning towards that side from back to front and left to right.
 
Give it a day or two and do a 50% water change. Install the Shim then. If you let it go the tank may one day explode. Lots of excitment, but generally no fun in the long run.
