I bought a 10-20 gallon tank stand from Walmart. It has a shelf on the bottom with a 20 on top. Would it be safe to put another tank on the shelf? Possibly another 20 or maybe just a 10?

Assuming its made out of metal I have the same stand. Mine has held a 10g tank for about a year and a half now. I don't believe a 20g would fit and I wouldn't trust a tank larger than a 10 tbh.

Yes metal with a slight angle on all the legs and i didnt think it would either lol thank you
