seting up a brackish tank

so basicly i need to know all there is to know about brackish aquaria. what plants substrate, i will no use a co2 unit but i will use florish, i have some val some Anubis and some java fern, i have a filter a heater and i will be getting a bulb for my 20 inch 18 florescent bulb. what do i use for planting substrate? can i use play sand? i don't want to spend a ton on substrate.

also any other brackish tips,and care
i will be keeping my salt level between .0010 and .0004
