Strange behavior of neon tetra

I have one neon tetra that's acting strange. The fish is making darting motions and the head is always lower than the tail. I tried to catch the little burger but its still very quick and with the change of the tank, the fish managed to avoid the net long enough for me to give up. Other than the darting motion and hear lower than the tail, even when eating, the fish looks normal. Any ideas what's causing this?

Is there any cloudiness on his eyes? Sometimes when they get eye diseases, for example popeye, it impairs their vision and they do not swim in a normal manner. That would be the first thing I would look for.

Looks like the issue resolved itself. I can't tell which one it is anymore.

How many other Neons are in your tank and is it schooling with them ?

I have 10 neons in the tank. When the fish was inflicted it would swim with the school and sometimes away from the school.

Looks like things cleared up though.
