There are some bubbles stuck to the surface of the water, what is that?

There is a tank, with 6 guppy fry in it, that has bubbles trapped in the surface of the water.

They (bubbles) appeared about 6 hours after I had placed a small piece of hornwort in the tank.

There is also a thin film of substance floating around the surface, and it looked like the surface of a soap bubble.

Is this a sign of algae buildup, or something? What should I do to get rid of the trapped bubbles and the thin film of substance?

That's actually pretty normal. What kind of filtration do you have? causing more surface agitation by using the filter you have to make it break the surface, or adding a powerhead and point it to the surface will help break up that film
 
There is no filtration system in the tank. The tank just had been set up to migrate the guppy fry to it.
 
Ok, normal and expected them. If you add something to agitate the surface of the water it will help break that film up for you. Otherwise, it won't really hurt anything either.
