Water change question

What is the best way to add new water to the tank when doing a change?
I heard that is is best to let the water stand before adding. If so how long should I wait?

I add de-chlorinator to a bucket and fill will tap water to the required temp. I do stir it with a whisk to make sure fully mixed but this might be overkill. Then add it to the tank, probably about a minute or two after filling the bucket. I believe the de-chlorinator works pretty quickly

Same really, I might stand it for a bit to adjust temperature.
