Water particulates

I have a 28 Gal tank with the penguin 150 bio wheel. I run some bio max, sponge, polishing pads and occasional activated carbon. The water looks clear from far, but when you get a closer look it looks like a million tiny tiny white dots floating in the water. I do about a 5 gal partial water change every week with RO water. I do have a java fern, Amazon swords and driftwood in the tank. Substrate is black sand/gravel with some seachem flourish tabs. Temp stay at 80. Light is one natural day light T8 bulb that runs on a trimmer about 12 hours a day from 7-7. The tank is mostly out of direct sunlight. I thought the polishing pads would clear up these tiny particles but no luck. Should I be running more filtration? I'm gonna tag along on this one I get the same thing in my 20 gallon sometimes
