Water problems

Just got my new tank setup did everything i need to but there one problem, the ground base i am using was very residual dust i wait upto 12 hours but geting little bit better. my tank is 485l my fiter is the TetraTec EX 1200 does upto 500l i am thinking of geting a new filter. my water problem shell i change all the water again and clean the groundbase. or just do 50% or wait untill i get the new filter?

I would just give it time to settle. A second filter is a good idea. The ratings on filters is always uinderestimated IMO. Better to over-filter a bit than under-filter. ARe you doing a fishless cycle?
 
I'm not familiar with your particular substrate (aka gravel), but if you wait 24 to 48 hours most of the dust should settle out and then you can siphon it from the gravel. Repeat as needed.
