Weird white specs on tank!

I'm experiencing some little white dots on the sides of my tank. I'm not sure what it is, they haver been there for some time, and are hard to the touch. it's hard to get them off, the best thing I can do is move them around on the glass, but they never come off. Also, I'm experiencing a diatom bloom. Inn the pic I posted, they are the things that folks typically refer to as ghosts in pictures. One is in the brown on my palm tree.

sorry the pic doesnt work too well, but you can kinda see it.

i have been watching them, they almost look like some sort of mini snail or something, they do move very slowly, so i honestly have no idea what it could be, any takers???
