If they have plenty of cover, they'll breed. It's hard to get them not to breed, in my experience. The neons might* pick off the baby shrimp, but if you plant the tank densely enough you'll have survivors

+1 to jetajockey. I've got RCS (20+) in my 48 gallon with Neons, Red Eye Tetra, Danios and a Bolivian Ram. They breed prolifically, but are usually in hiding. If I stir up any of the Java Moss or plants they scatter all over the tank. They really do tend to stick in the Java Moss, but if you look closely enough you'll see them in all the plants and under my DW. They're fun little guys, but you might want to also pick up a few Amano shrimp to help keep things clean and actually be able to see them once in a while, lol.

I have recently added 5 rcs to my tank but the one is not moving and is practically floating? however if something is near it it will wiggle i dont know if something is wrong?
