I have been researching for over 7 months now and I am about ready to start the cycle of my tank in about another month. I still have to purchase base rock and live rock but my question was do I need to clean brand new sand still in the bag before I start the cycling process?

Hi rtoycrow.
If the sand is dry sand you may want to just give it a rinse with some water before you put it in the tank. If it's live sand (and therefore wet) I'd do nothing and just add it in.
No special precautions needed.

Regular tap water should be just fine. You mainly just want to get the dust off.
